Only the top element of my electric hot water heater was working, so I changed both the upper and lower elements – and then had no hot water at all. So then I tried changing out both thermostats. Still no hot water. I have voltage all the way through. Any idea what's wrong here?

This is a perplexing question. The only thing that makes sense to me is the possibility of a broken thermostat. Or perhaps you installed a thermostat that isn't designed for your electric water heater? I'm afraid I don't know enough about the specifics of your system and this situation to be of more help. If it's an older water heater, you might want to consider replacing it altogether.
